| ARTICLE 1-A: |
The MZS-APA is an association of comic book fans who publish comic-related fanzines which are collated and distributed by a Central Mailer (CM) to all members. |
| ARTICLE 1-B: |
The membership of the MZS-APA is limited at any time to thirty (30) members. |
| ARTICLE 1-C: |
An applicant for membership in the MZS-APA must send the CM an initial fee of $5 and a signed statement pledging that the applicant will comply with the terms of the MZS-APA constitution. If the membership is full when the CM receives the application, the applicant will be placed on the waitlist. |
| ARTICLE 1-D: |
Upon receipt of the application, the CM will send the applicant a copy of the most recent available mailing. The cost of sending the mailing will be deducted from the initial fee, with the remainder becoming the applicantís account. |
| ARTICLE 1-E: |
Each waitlister will receive the Central Mailerís Comments (CMC) each month. The cost of the CMC will be deducted from the waitlisterís account. |
| ARTICLE 1-F: |
Each waitlister must contact the CM every month to express continued interest in joining the MZS-APA. Failure to contact the CM two months in a row will result in the waitlister being dropped. |
| ARTICLE 1-G: |
When a vacancy in the membership occurs, the CM will invite a senior waitlister to become a member of the MZS-APA. The waitlister will receive a copy of the most recent mailing, if his or her account contains sufficient funds for packaging and mailing. To join the MZS-APA, the invited waitlister must contribute two pages of acceptable material in the following two months. |

| ARTICLE 2-A: |
Each member must print, collate, and staple forty (40) like copies of his or her contribution if the waitlist contains ten (10) or more names, or thirty-five (35) copies if the waitlist contains less than ten (10) names, and send them to the CM for distribution. Members may print additional copies for their own use. Each member retains all rights to his or her own contributions.
If the membership falls below thirty, the CM will set the required print run, which will be announced one month in advance in the CMC. - - NOTE - Print run as of January 2008 is 20 copies |
| ARTICLE 2-B: |
The deadline for each mailing is the first day of the month. Contributions must reach the CM by the deadline to ensure publication. the CM has the right to change the deadline for a mailing by announcing the change at least one month in advance. |
| ARTICLE 2-C: |
Each member must contribute a minimum of two (2) pages during each two month period, into which the member must have had input, i.e. writing/drawing of some sort, of acceptable material, on any subject of interest to the membership. |
| ARTICLE 2-D: |
The CM will determine page credit due on any large contribution, considering overly wide margins, overly large type, advertising, etc. page credit will not be given for any submitted comic periodical published by a professional comic book company. |
| ARTICLE 2-E: |
The CM may reject any contribution that he or she considers illegible, libelous, or unlawful. The CM will distribute the contribution to the membership for an appeal. A majority of the membership must vote to accept the contribution for it to be credited. |
| ARTICLE 2-F: |
Under special circumstances, the CM may grant a member a one month extension to meet his or her publishing requirements. Failure to meet minimum publishing requirements will result in loss of membership. |

| ARTICLE 3-A: |
The CM will collect the stapled contributions each month into a single numbered mailing, with one copy going to each member. |
| ARTICLE 3-B: |
A waitlister who contributes to the MZS-APA will receive a copy of that mailing, if his or her account contains sufficient funds for postage and packaging. If demand exceeds supply, contributing waitlisters will receive mailings on the basis of seniority. |
| ARTICLE 3-C: |
All copies will be mailed flat, in an envelope, by fourth-class mail, unless other arrangements are made. Members outside of the continental United States will receive their copies by second-class air mail, unless other arrangements are made. |
| ARTICLE 3-D: |
If a copy of a MZS-APA mailing is lost in the mail, the CM will replace it at no charge, provided that an extra copy is available. |
| ARTICLE 3-E: |
Back mailings are available for purchase at the price of $2 each, or postage and packaging costs, whichever is greater. |

| ARTICLE 4-A: |
The costs of the mailingís postage and packaging, and of printing mailings, covers, and CMCís will be divided equally among the members and waitlisters receiving the mailing, with the exception of the CM. The costs will be subtracted from their accounts. |
| ARTICLE 4-B: |
Failure to pay fees will result in the loss of membership. No refunds will be made for dropped accounts. Any member who resigns or is dropped from the roster owing money must pay the full amount before rejoining the MZS-APA. |

| ARTICLE 5-A: |
The CM will be elected to a one year term by a majority of the voting membership. Ballots will be distributed with the October mailing, with the winner taking office the following January and serving for the remainder of the calendar year. |
| ARTICLE 5-B: |
Special emergency elections may be held at any time if the elected CM fails to perform his or her duties to the satisfaction of a majority of the membership, or if he or she is unable to complete his or her term in office. |
| ARTICLE 5-C: |
The CM will appoint an Emergency Central Mailer (ECM) who will temporarily take over the duties of the CM in the event of an emergency. |
| ARTICLE 5-D: |
The CM will publish the Central Mailer Comments (CMC) on a monthly basis to be included in the MZS-APA mailing. The CMC will contain roster and waitlist changes and each memberís account status. |

| ARTICLE 6-A: |
Amendments to the constitution must be submitted in writing and bear the signature of four (4) members. |
| ARTICLE 6-B: |
The CM will call for a vote on an amendment after a two month discussion period. |
| ARTICLE 6-C: |
A two-thirds (2/3) majority of the voting membership is required for the approval of a proposed amendment. |
| AMENDMENT 1: |
A member may be listed on the Roster and/or Waitlist under a pseudonym, but only if the CM know his/her true name/identity. |
